MISSION STATEMENT

THE ELECTED OFFICE OF CLERK / AUDITOR IS A COMBINATION OF TWO STATUTORY OFFICES:  
 
DUTIES & RESPONSIBILITIES:  
 
The office of Clerk/Auditor is a statutory office for which the functions and duties are defined in Utah State Statute. State statutes for elections, tax administration and fiscal procedures define the exact duties of the Clerk/Auditor. In addition, the County Commission has authority to establish policies and procedures by ordinance or resolution, for which the Clerk/Auditor has administrative responsibilities.  
 
COUNTY CLERK FUNCTIONS:  
 
POLITICAL ELECTIONS  
 
The Clerk maintains all election information pertaining to registered voters and candidates.  
 
The Clerk prepares, administers, processes and maintains records of all county wide elections.  
 
MARRIAGE LICENSES:  
 
The Clerk issues all licenses for marriages and administers that only those duly authorized perform legal marriages in Utah County. This office also has the authority to process passports for qualified candidates.  
 
CLERK OF COUNTY COMMISSION:  
 
The Clerk is responsible for the taking of minutes of the County Commission meetings. The office prepares for County Commission action, all resolutions and ordinances, and maintains official files of all such documents.  
 
COUNTY AUDITOR FUNCTIONS:  
 
FISCAL PROCEDURES  
 
The Auditor administers the following financial functions established by state statute in the Fiscal Procedures Act for Utah Counties.  
 
1. Chief Budget Officer of the county.  
 
2. Performs and administers the purchasing function for all county departments.  
 
3. Issues all financial statements and reports for the county.  
 
4. Provides for an independent audit of financial records, on an annual basis, for which such report is filed with the County Commission and the Utah State Auditor.  
 
5. Prepares the county wide budget and administers the budget after appropriate public hearings and approval by the County Commission.  
 
6. Submit budget and financial information to the County Commission to adopt county government tax levies.  
 
7. Performs all accounting functions relating to the payment of bills, contract payments, payroll, and inter-governmental transactions.  
 
8. Maintains records of all financial amounts due to the county and provides for the collection of such amounts.  
 
9. Conducts reviews and internal audits of county fiscal transactions as deemed appropriate.  
 
COUNTY TAX ADMINISTRATION:  
 
The auditor shares management duties regarding the real property tax system with the Recorder, Assessor, and Treasurer.  
 
REAL PROPERTY TAX PROCESS:  
 
1. Computes and provides for the issuing of the real property tax valuation notices.  
 
2. Administers the appeal of property values by the property owners and is clerk of the Board of Equalization.  
 
3. Using property values established by the County Assessor, reconciles the calculation of the taxes due.  
 
4. Determines property for which taxes are delinquent and conducts the tax sale of such delinquent property.  
 
5. Approves, under the direction of the Utah State Tax Commission, the certified tax rates of all governmental taxing units within Utah County.
